I am having this same problem. Even when the box is ticked it does not seem to actually turn on USM debugging because when for instance I tick the box then drop down the notifications bar do do other things, when I return to the developer options page i find usb debugging unticked. Or when I go ba ck to settings and return to the developer options window i find it unticked again. This is very frustrating, it lies to you that it is turned on when it actually isn’t. Does anyone have a solution for this?
